BPATC prepares the participants-cum-the reform initiative owners (RIOs) with required skills in discovering well-defined reform initiatives, implement them as pilots at their workplaces. They are evaluated by the quality of pilot project designs /action plans implementable in 3 months (individual). It has a well defined monitoring mechanism for successful implementation and scalability.
